* Jefferson County, Ala., seems to have avoided the largest municipal bankruptcy in history as its commissioners approved a $1.1 billion concession deal with creditors.
Sewer rates will increase 8.2 percent for three years under the agreement.
* Meanwhile, Palm Beach County, Fla., is willing to put up $2 million of taxpayer money to rescue the near-bankrupt Glades Utility Authority. The authority was created in 2009 to run three systems and a $58 million wastewater treatment plant.
